HOW CAN ANY SOLID DOMESTIC WASTE DUMP BE CHANGED INTO POLYGON WHILE KEEPING UP WASTE ACCEPTANCE?

 How can any solid domestic waste dump be changed into polygon while keeping up waste acceptance? Many municipalities and economic entities that are responsible for disposal of local waste have to face this kind of question. As per statistics, more than 95% of municipal waste disposal units mismatch their standard requirements by one or another criteria and therefore can be rated as a kind of waste dumps. For the purpose of development of any community sanitary decontamination plan, as well as for arrangement of any sanitary decontamination master plan, the following measures should be taken into account: dump environmental negative effect localization and revegetation; dump rehabilitation and construction of new standard polygon with disposed waste being accepted in accordance with respective normative requirements.

The new waste disposal technology was developed in State Technical University of Perm (Environmental Control Department) and was practiced in a number of facilities operated within Perm region (Perm, Solikamsk, Kungur). While keeping up waste acceptance, the very technology makes it possible to localize dump burning and unregulated ground-and-surface water filtrate inflow, as well as to initiate the process of used area revegetation and to rehabilitate economical and technological zones in accordance with normative requirements. Owing to the above technology, any operator can extend the waste stock area operational life (10-30 years and more, depending on certain conditions), increase its capacity and properly handle with waste products while keeping the environment object load kept at the same level, efficiently convert ecologically hazardous landfill methods to ecologically safe ones with the low primary funds invested and exclude any social and investment problems related to selection of grounds and construction of new polygons. The developed technology schematic flowchart is specified in Fig. 1. The engineering process consists of the following basic components:

·  Investigation of object site ecological, sanitary, geological, hydrological and hydrogeological conditions; assessment of object environmental impact;

·  Development and coordination of object rehabilitation (revegetation) project;

·  Rehabilitation of economical zone, waste incoming test management and separation of waste flow;

·  Establishment of solid waste organic fraction aerobian stabilization station, receipt of industrial ground and soil;

·  Installation of safety system for the purpose of protection of hydrosphere objects against filtrate and other sewage contamination;

·  Formation of waste mass;

·  Installation of waste mass degassing system;

·  Finish-coating and revegetation of used slopes and waste mass areas;

·  Construction of new benches to be used for stocking of aerobian stabilized waste;

·  Arrangement of environment operational control and monitoring;

·  Object final revegetation;

·  Object postoperational maintenance and ecological monitoring.
