DEVELOPMENT OF REGIONAL-AND-CONSTRUCTION REGULATIONS ON PROJECTION, CONSTRUCTION AND REVEGETATION OF SOLID DOMESTIC WASTE POLYGONS

Lately, irrespective to the current regulations being applied for governing of the matters concerned with projection and construction of waste polygons and the conditions the polygons may be operated in, any activity specified for similar facility projection was considered quite differently. Any polygon was principally used for ordinary heaping of waste resulted in environment contamination.
Today, in connection with new ecological requirements and reorganization of environment control public authorities the needs specified for construction and operation of polygons jumped dramatically up. Now, the most federal normative documents become obsolete or mainly used as polygon development and operation structural decisions and contain only general provisions related to selection of polygon areas and carrying out of design-and-survey works.
The regional-and-construction regulations can meet a lot of needs related to polygon construction, operation and revegetation and shall aid to specify general requirements made to the normative documents subject to physiographic and climatic conditions of Perm region.
The regional-and-construction regulations contain some general provisions to be followed in the course of polygon projection, operation and revegetation for the purpose of supporting of sanitary and ecological needs for efficient use of ground areas.
The regional-and-construction regulations should contain the following significant information:
· Arrangement of polygon (polygon construction, ground selection, selection-phase engineering survey shall be taken for justification);
· Projection of polygons (preproject documentation, justified investment in construction activity, project documentation, polygon projection technological decisions and structural decisions);
· Assessment of polygon environmental effect (environment impact assessment procedure, sanitary protection zone);
· Inspection and monitoring of manufacturing activity;
· Construction of polygons (organizational management, construction and operational works, formation of solid waste mass, polygon degassing, filtrate collection, disposal and abatement system, polygon insulating coating);
· Revegetation of polygons (organizational management, revegetation technical phase, revegetation biological phase, polygon post-revegetation maintenance, operation of polygon ground).
Today, State Technical University of Perm has taken the initiative of development of the regional-and-construction regulations subject to its long-term experience based on appropriate selection of grounds, as well as on projecting and surveying of solid domestic waste polygon areas.
The above regional-and construction regulations shall provide as follows:
· Environmentally safe handling of waste;
· Decrease of environment emissions down to its ecologically safe level and minimizing of integrated emissions;
· Ruling out the possibility of waste displacement (export) both in space and time
